30 As Western States continued to grow, it quickly became evident that it had outgrown its current location. With its aging infrastructure, management decided to build a new state-of-the-art facility in nearby Fairfield, Ohio. Douglas Buckner, then President, utilized his past expertise to negotiate construction contracts, and oversee the construction of the new facility. Starting from “scratch” enabled Western States to design their facility according to the Company's specific work flow and process needs—for both the office and in manufacturing. It was a management team effort. Scott Kunkel, Director of Operations, conceptualized and drafted the overall design including space requirements, and then later scheduled and ordered the Western States-supplied equipment for the building. CHAPTER 2 Don Meineke, Director of Engineering, managed the creation of the architectural layout. Steve Willis, Electrical Engineer, specified the complex electrical requirements. Todd Hershberger, Chief Financial Officer, selected the optimum financing mechanism and handled all aspects of the interior design.
