223 right: Our representative in Vietnam, Pham Anh Vu and I made another visit before the commissioning. The next visit was in August of 1999. The mill was being erected, the steel for the mill and process house were going up. The foundations and footings for our centrifugal station were in the process of being poured. The first building to be completed was the sugar warehouse. Having our Consul General in attendance for the grand opening made this a very big deal for Vietnam and the sugar factory. Consul General Ray spoke on our behalf (WSMC and the USA) and helped open the factory. The Ho Chi Minh office of the U.S. Chamber of Commerce was also on hand and wrote a story on the contract for their newsletter.
